Sumner Davis is the Department Head and a Governmental Training Specialist with the Center for Government and Community Development (GCD). In addition to his administrative role, Mr. Davis plans and delivers educational programs for county and municipal officials, writes and publishes specialized publications and material for local government officials, and provides technical assistance.

Mr. Davis received a B.A. degree in history and the Master of Public Policy and Administration degree from Mississippi State University (MSU). He served as president of the Graduate Student Association at MSU in 1998, was inducted into Pi Alpha Alpha, and recognized as the Outstanding Graduate Student for the Public Policy and Administration Program in 1999. Mr. Davis served two terms as the Ward 1 Alderman for the City of Starkville. Mr. Davis currently serves as the Advisory Board Chairman for the Mississippi Beta chapter of Phi Delta Theta.
